The Communications Authority of Kenya (CA) has announced a major initiative to invest Ksh.3.1 billion by 2027 to improve postal and courier services, with a strong focus on rural and underserved areas. This investment is part of CA’s broader Universal Service Fund (USF) Strategy 2023-2027, which aims to bridge the digital and logistical divide between urban and rural Kenya and support the growth of e-commerce across the country [1,2,4].

Transforming Postal and Courier Infrastructure

The CA’s strategy responds to the ongoing decline in traditional postal usage, which has been attributed to the rise of digital communications and increased competition from private courier services. For example, domestic letter traffic has dropped dramatically over the past decade, with only 816,344 domestic letters sent in the last quarter of 2024, compared to 13.1 million letters a decade earlier [1,5]. To address these challenges, the CA plans to modernize and expand the postal and courier network, focusing on:

  • Upgrading and equipping existing postal offices and establishing new outlets in rural communities.
  • Setting up ‘citizen service centres’ to serve as consolidation points for postal and courier services.
  • Improving integrated digital postal hubs to reduce the distance to the nearest postal or courier outlet [1,3].

The Ksh.3.1 billion allocation will target several critical areas:

  • Infrastructure Modernization: Construction and equipping of new postal offices, and upgrades to existing facilities in underserved regions [1,4].

Broader Digital Inclusion Efforts

The Ksh.3.1 billion for postal and courier services is part of a larger Ksh.40 billion USF strategy, which also includes plans to increase broadband coverage, promote digital literacy, and empower vulnerable groups such as women, youth, the elderly, and persons with disabilities [4]. For instance, Ksh.29.05 billion is earmarked for expanding broadband, and Ksh.4.6 billion for digital empowerment programs [4].

By modernizing postal and courier infrastructure and integrating digital solutions, the CA aims to position Kenya as a regional leader in e-commerce logistics and digital inclusion.
